Okay, what i want to do is take a picture (of me) and make it look fancy;proffessional. maybe put dots on it tiles. i'm looking for something like this: http://www.catschwartz.com/ do you see the tiles? those little squares? this one has it also http://www.saiyangeneration.com/ someone help?!! i've tried some filters like the tile and a couple others but im just not getting the right look!#0 :~

The first thing you need is a grid selection. IF you can get an image of a grid, or think of an easy way of generating one, do that, then use select colour range to get a grid out of it. Otherwise, fifteen minutes with the line tool and an alpha channel would probably turn the trick. Once you've got a grid selection, it looks like all they've done in those images is removed the areas they don't want to affect from the selection and increased the brightness of the original image inside the grid areas.

make a pattern...do this by:
Create a new image at 20x20px background color doesn't matter.
Reset to default colors (D). Select everything (Ctrl+A).
Fill it with foreground color (Alt+Delete). Press twice on the up arrow and twice on the right arrow, on your keyboard.
Fill this selection with your background color (Ctrl+Delete).
Goto Edit to Define Pattern.
this should give u a good pattern or u could try moving the selection thing around(1 up and 1 right instead of 2 up and 2 right or something like that)
then take this pattern and just fill ur pic up.(on a new layer under the pic of u)

I was able to craft an action that seems to work fairly well (see attachment). It uses the "Mosaic" filter, which allowa you to select the mesh size and Smart Blur/Edges Only to create the mesh.
See if it meets your needs.

Sorry... I ass-u-me-d by your question you were more experienced than you are...
You need to do three things:
* Download and unzip the file
* Load the .atn file into your Actions Palette
* Open your image of interest
* Play the action

On the file attachment, right-click and choose Save Target As....
When the file is downloaded to your computer, unzip it. You'll need a utility like Winzip or the like. Unzip the file onto your Desktop, for lack of a better place.
In Photoshop open the image to which you want to apply the mesh effect.
Click F9. This will show (what's known as) your Actions Palette.
Top right corner of the Actions Palette is a black arrow. Click on the arrow and choose Load Actions... from the dropdown menu.
Navigate to the desktop, find the .atn file you just unzipped, click on it to populate the File Name box, and click OK. This will copy the file from the Desktop into the Actions Palette.
Click the triangle to the left of the Action Set (gray bar), which will reveal the action (white bar) in side it.
Click on (highlight) the action (the white bar). Then click on the triangle Play button at the bottom of the palette. This will launch (play) the action, that is, initiate the recorded commands and apply them to your image. (Actually, the first thing this action does is duplicate your image, applying the changes to the copy and leaving the original untouched.)
This should get you to at least first base. Experiment with the settings and see how it goes. Each play creates a new copy with which to experiment. If you don't like it, just close it. No harm, no foul.
In the mean time check out Photoshop's HELP topics on actions. They will help fill in some gaps.
